http://www.baberuthleague.org/side-indexes/natumpireassn.html where you can download the applications and tests necessary to become an umpire.  On the Home Page, there is a link to the National Umpires Association where the downloads can be found.  There is an annual fee to be paid – the amount varies and depends upon the number of certifications sought.  The package, including the test, will be sent after the on-line application is completed and paid for.  Umpires take the test and receive their patch upon passing the exam with a score of 80 or higher.
